POSITION SUMMARY:

We are currently seeking an experienced Capture Manager who will be responsible for capturing new business. Duties will involve full life cycle capture management including qualifying opportunities, maintaining customer intelligence, developing capture strategies, and targeted agency capture plans.

ROLES & RESPONSIBILITIES:

  • Serve as a capture executive to pursue mid to large scale opportunities with Federal and State government agencies
  • Develop win strategy to formulate an integrated business development and capture approach.
  • Develop, execute Business Development, Capture and Growth plans.
  • Respond to clients or prospective clients RFPs, RFQs, RFIs.
  • Develop key relationships across multiple Federal and State Agencies.
  • Lead capture for technical bids, shape client’s requirements and acquisitions strategies.
  • Manage, track and capture the business development pipeline.
  • Identify and propose potential business relationships.
  • Collaborate with leadership to close new business deals by coordinating requirements; developing and negotiating contracts; integrating contract requirements with business operations. 
  • Identify and win executable business for new and existing clients through applying expertise across the business development life cycle from opportunity identification through shaping, capture, proposal, contract startup, and execution.

QUALIFICATIONS – EDUCATION, WORK EXPERIENCE, CERTIFICATIONS:

  • Bachelor’s degree in Business Administration or a related field.
  • 10 years of IT Business Development with Federal and State Government Contracts, working with contracting officials, and prime contractors.
  • Proven track record of winning contracts with Federal and State agencies – by developing relationships and expertise in areas of capture, assessing win probability, developing capture strategy, and building winning partnerships Expertise with federal government financial systems, i.e., Data Warehouse, Business Objects.
  • Experience with leading large-scale captures and developing winning technical solutions.
  • Experience with the successful execution of all phases of a capture effort, including strategic planning, teaming, proposals, market, or competitive and price-to-win analyses.
  • Knowledge of the Federal and State government's acquisition process.

  • Strong computer skills, including Microsoft Office Suite (Word, PowerPoint, Outlook, and Excel).
