The Capture Management Specialist supports the acquisition of new business and is responsible for identification of opportunities for Jackson Healthcare Government Services, including Healthcare Workforce Logistics and other Jackson Healthcare subsidiaries. Key responsibilities include identifying government related opportunities at the federal, state, and local levels; validating and screening opportunities; tracking and monitoring valid opportunities; and participating in developing and submitting responses. This position supports the VP of Implementation and Capture Management and executes key projects to help ensure all technology, people, and processes are created and adhered to in order to grow Jackson Healthcare Government Services
ESSENTIAL FUNCTIONS AND BASIC DUTIES
Identifying government related opportunities at the federal, state, and local levels.
Registering for multiple databases to identify opportunities (and keeping track of all registrations including but not limited to Deltek’s GovWin, SAM.gov, and state level databases.
Reviewing all posted opportunities and associated updates and amendments. This will include understanding and identifying the changes and presenting all changes to the appropriate stakeholders.
Following up with opportunity points of contacts or 3rd party tools to determine solicitation scope and relevancy and timing of release. This will include conducting possible research to determine customer’s prior procurement strategies, volumes, and general bid requirements.
Validating and screening opportunities.
Prepare opportunity profiles for Management review and collaborating with leadership across Jackson Healthcare companies as needed
Verifying size, scope, award criteria and risks to develop potential to win
Preparing and supporting capture strategies including but not limited to salary research, supplier and teaming partner research, competitor and incumbent research,
Communication and distribution of opportunities to all stakeholders and leadership
Tracking and monitoring valid opportunities.
Tracking opportunities and all updates in our CRM (i.e., Hubspot and SharePoint) as well as go and no-go decisions
Following up with points of contacts for updates, timing on solicitations including teaming partners
Documenting all contact with stakeholders in our CRM
Participating in developing and submitting responses.
Preparing attachments including attestations, collecting affidavits, etc.
Obtaining past performance details and building and maintaining a past performance database
Helping develop pricing models and compensations as needed
Conducting response quality assurance such as proofing content
Assumes responsibility for related duties as required or assigned. Perform miscellaneous projects with teams as assigned. Solves problems quickly and effectively. Updates job skills as required.

Support duties are completed effectively and efficiently and timely. 3rd Party Tools are maintained and reviewed daily for bid opportunities CRM and SharePoint are always up to date and current. Clients and Agencies are treated professionally and well informed of the status of the implementation. Good coordination and effective working relationship with other members of the HWL and Jackson Healthcare Government Services and other Jackson Healthcare teams. Assistance is provided as needed. Management is well informed of area activities and of any significant problems.
High school graduate or equivalent. B.S. Degree preferred
Basic understanding of staffing and MSP operations
Two years or more of related experience in either healthcare staffing operations, customer service, training, or project management.
1 year of RFP or Government Contracting experience
Good customer service and public relations. Knowledge of related computer applications including database entry. Able to work well independently and in a team environment. And attention to detail and solid organizational and time management skills.
PHYSICAL ACTIVITIES AND REQUIREMENTS OF THIS POSITION
Using primarily just the fingers to make small movements such as typing, picking up small objects, or pinching fingers together.
Must frequently convey detailed or important instructions or ideas accurately, loudly, or quickly.
Able to hear average or normal conversations and receive ordinary information via telephone and in person.
Movements frequently and regularly required using the wrists, hands, and fingers. Conducts continuous functions on the computer averaging 4 to 6 hours daily.

Average, ordinary, visual acuity necessary to prepare or inspect documents

MENTAL ACTIVITIES AND REQUIREMENTS OF THIS POSITION
Ability to apply common sense understanding to carry out detailed but uninvolved instructions and to deal with problems involving a few variables.
Ability to perform very basic math skills including adding, subtracting, multiplying, and dividing two-digit numbers; to perform the four basic arithmetic operations with money; to perform operations with units such as inch, foot, and yard; ounce and pound (or their metric counterparts).
Ability to use passive vocabulary of 5,000–6,000 words; to read at a slow rate; define unfamiliar words in dictionaries for meaning, spelling, and pronunciation. Ability to write complex sentences, using proper punctuation, and using adjectives and adverbs. Ability to communicate in complex sentences; using normal word order with present and past tenses; using a good vocabulary.
Competent in the use of Microsoft Products (Outlook, PowerPoint, Word, and Excel). Be familiar with and can learn applications such as financial applications and other company applications and systems required by job content.
